Executive Summary

Saudi Defense Fund (SDF) partners with governments and strategic institutions to localize defense industries in the Kingdom, strengthen sovereign supply chains, and accelerate dual‑use innovation. This white paper outlines SDF’s operating model to convert import dependency into certified in‑Kingdom capability, the Fund’s position within the defense supply chain, and its collaboration with Saudi Arabian Military Industries (SAMI) and the General Authority for Military Industries (GAMI).

1. Strategic Context

Building resilient and sovereign defense manufacturing is a national priority. SDF enables this by derisking technology transfer, financing industrialization, qualifying suppliers, and embedding quality and export‑control compliance throughout the value chain.

2. SDF’s Role in the Defense Supply Chain

Saudi Defense Fund (SDF) operates at the interface between government strategy, prime integrators (e.g., SAMI), and the supplier base (Tier‑1.5 to Tier‑3). The Fund establishes Program Management Offices (PMOs) with stage‑gates from concept to serial production, and provides targeted capital and technical assistance to accelerate localization outcomes.

·       Technology Transfer & Joint Ventures: Identify platform/subsystem candidates for local build; license know‑how; stand up JVs with clear workshare and local‑content KPIs.

·       Supplier Development: Qualify Saudi SMEs in precision machining, electronics (PCB/PCBA, harnesses), composites, coatings, energetics; close gaps vs. AS9100/NADCAP and special‑process requirements.

·       Sovereign Supply‑Chain Design: Map BOMs, dual‑source critical parts, and establish in‑Kingdom buffer, depot‑level repair (MRO), and calibration/test capability.

·       Workforce & Training: Pipelines with TVTC/universities; OEM‑led master‑trainer programs; certification to relevant aerospace/defense standards.

·       Industrialization & Ramp: Tooling, fixtures, MES/QMS, pilot builds, First Article Inspection (FAI), and serial production readiness.

·       Export‑Control & Compliance: ITAR/EAR‑compliant enclaves, tech‑data control plans, screened suppliers, and license stewardship.

3. Collaboration with Saudi Arabian Military Industries (SAMI)

·       SAMI leads as platform/system integrator and primary customer interface.

·       SDF co‑structures localization workshare and JVs; shares capex risk to bring lines into the Kingdom.

·       Saudi Defense Fund (SDF) brokers Tier‑1/2 OEM technology transfer enabling SAMI to integrate locally produced subsystems.

·       Saudi Defense Fund (SDF) builds a bankable Tier‑2/3 base for SAMI via long‑term agreements, quality gates, and volume‑ramp financing.
